Right, "imperfect" doesn't mean "50/50 ball." The scales tipping more towards a scoring chance than a defensive play is what I meant, as opposed to "he is 100% going to score."

It matters a heck of a lot. If the touch was imperfect enough that a defender was going to beat him to the ball, then it's no longer an OGSO. Obviously, that was not Busacca's judgment, and he certainly did have a very good angle to make that decision.
Also be aware that in the USSF, from my understanding, they make a bigger deal about direction; in a USSF game, a red might not have been appropriate in that situation because Suarez was moving away from the goal.
