Big difference if you ask me, but in the other direction. It was called and played out just as it should have been. His punishment after the fact has NO impact on the outcome of the game. He received the worst punishment and Ghana blew it in epic fashion.
No impact on the outcome? Ghana won the game fair and square. They kicked the game winning goal into the net. They won. The other team cheated and took the goal away. Why should Ghana have to "prove" they scored by scoring again? Penalty kicks are for lost scoring opportunities. This wasn't an opportunity. It was an actual goal. What did Ghana do to deserve having to make a penalty kick? Nothing. The other team cheated.
