Frankly if ND was smarter, it would tax at a higher rate. It has an economic boon in oil. Problem is that the oil companies are headquartered elsewhere, the money that is spent happens only in Wiliston, many of the workers come from elsewhere and will leave - and even then their skills arent transferable. So the one chance that ND has to gain from this situation is to tax and build a desirable business climate through education and infrastructure, etc. That business climate then creates jobs and a healthy living climate. But ND lets much of that tax money leave.
You say...have a cheap tax climate and businesses will be attracted to that? Not true. Competing on a low tax, cheap operating model for ND is a bad idea. Why wouldn't a company choose to go to TX instead? Same low taxes, but warm weather and a far more skilled workforce. Minnesota figured that out...tax and create a quality society...a long time ago. Hence we have higher taxes, yet more Fortune 500 companies per capita than any other state. If you don't want to pay your fair share...youre a cheapskate and we really don't need you.
