A 2nd for Mancini's. No-nonsense but very good and much less than a place like Manny's or Ruth's Chris. Cherokee (St. Paul's lower west side or Eagan) is pretty good too, though the Eagan location is a little supper-clubbish.
Cossetta's is very good but it's cafeteria style so if you're looking for a sit down place I'd keep looking. Don't get me wrong, it's very good but it may not be what you're after. Pazzaluna may be a good downtown St. Paul option as would DiGidio's (just down the street from Mancini's) on W. 7th. for old fashioned heavy red sauce type of place. Ristorante Luci (St. Paul's Highland Park neighborhood, near St. Thomas) is really good if you're looking for a little more upscale Italian but not too expensive.
