There are no western D-II programs. Minnesota-Crookston's folded program was the last non-NE-10 D-II program.
There could be 2 more shortly. British Columbia is expected to join NCAA II this month, and Lindenwood's men could follow their women at some point. Their ACHA team is actually a varsity program within their athletic department. Both likely have D-I aspirations, but a lot of that depends on NCAA red tape.
Maybe II/III is more palatable... but I don't know of any II/III NCC sports. I think there would be fewer NCAA political barriers going to a I/II NCC.
NE-10 hockey tournament would be held at Tsongas Arena.

This does great for the East, but if there are any D-II schools out West, they are basically screwed.

Frankly the odds on a D-I/II NCC are slim to none. The odds on a D-II/III NCC are a lot better (and cheaper).
