I figured you'd be smart enough to figure this out, but no, not everyone is in within striking distance. The perception is there, but with points welfare, it's impossible to make up a lot of ground and jump ahead of teams since they get it too. It's one of the reasons that if you take the final records and adjust them to what you want to see for points, there's very, very little change between the playoff teams. It's not like the 6 seed would be a 10 seed if you changed it, might it happen, sure. Probably the 8/9 spot would change the most and there'd be a bit of jockeying in the middle, but you know what else can change the 8/9 spot...having the 9th place team win one more game over the course of 82 games!

There's enough shuffling of positions so that some teams get bumped off while others can vault from the sixth or seventh spot to vault to the three seed (the division winning qualifier at work there) and shuffle things about even more. Bad teams are kept within shooting distance of the final playoff spots and slightly better than bad teams can't pull away from them.
The NHL wants intrigue to the very end of the year and they've found a way to do it by handing out charity points and altering the league standings for any game that reaches overtime. It's better than looking the other way on obstruction and interference but it's just as infuriating.

Any points system has its flaws. 2 for a win, 1 for a tie...both teams fight for the tie. Did you like it when half the league had 30 wins, 30 losses and 22 ties? Nothing says great hockey like two teams playing for a tie when the score is tied halfway through the 2nd coming down the playoff stretch! There is no perfect points system. Did you raise a fuss when they started awarding points for losing in OT? The only thing I'd change is making a shootout win worth less than a regular win (3 win in regulation or OT, 2 SO win and then 1pt OTL/SOL), I don't care to check to see how dramatic that'd change the landscape because it wouldn't be by much, but I bet teams would try and win more coming down the stretch in OT because they'd actually get an extra point and make OTs a bit more exciting.
It's about getting people to stay interested, if people think their team has a shot, they'll watch. Even if that shot isn't real and only perceived because people can't think about the 4 other teams in front of them when they're only 5 points back. I'm not sure how actually trying to drive up viewership is a bad thing, but I know some purists only want the game broadcast to their black and white tv sets from a station in Canada that they can barely pull in.

Believe me, I get the angle they're going for but it doesn't mean I have to like the way they go about it. It's just maddening that playoff positions are decided on a skills competition and that some games award more points than other ones do. That's where my issue comes in because none of that makes a lick of sense. Games that go an extra five minutes shouldn't be worth an extra point unless you're making regulation victories worth three.
And hockey looked GREAT on my 13" black and white TV and walking to school without shoes on 15 miles in the snow was great. WE LIKED IT! WE LOVED IT!

I commend you for not applying the completely inaccurate "Home Run Derby" analogy.
I do agree that the points system needs to be changed to eliminate the magical third point that appears. The NHL went ham-fisted into this whole shootout concept, and there are flaws in how they did it.
I'd like to see the NHL go to a "Wins-Loss-Ties-Shootout Wins" breakdown. Let games "end" in ties and provide three points to the winner of the first 65 minutes (I hate the "thanks for making it to OT point), but provide the shootout so the casual ticket payers go home happy, and "purist" fans aren't as pi**ed off that the points are rigged.
But I doubt Bettman would even consider it.

Well, that 3rd or 4th liner Pouliot now has 8 goals in 13 games with Montreal....which, you know, is a better goals per game average than Fatty has with the Wild.

Zack Kassian got 20 games for his hit in his junior game.
Stiff penalty for sure given the hit, but he likely caught a bit of a break given that Patrice Cormier is going to get the whole library thrown at him rather than just the book.

What the hell was Price doing? That should never be a penalty on the skater there, he was trying to get the puck. If Price doesn't want to be hit, he shouldn't be there. And then dropping the gloves and trying to punch the guy? Note when Conklin goes down to that end ready to drop the gloves Price has gotten it all out of his system.

Any contact with the goalie is an automatic penalty. And that is one rule I would love to see get changed.
