Why would the west teams want to keep their programs if this was the case? It's kind of like "No Taxation without Representation."
Because D-III women's hockey is not a "money making sport" for the NCAA. They attempt to minimize cost of putting on the tournament as much as possible.
There are more teams in the East than in the West and they have three auto bids to the West's two so they already have a leg up on having more teams in.
It's extremely tough for the West teams to win the at-large bids because the committee has to keep "financial cost and responsibility" in mind when picking the teams.
They are not allowed to fly teams for the Quarterfinals from what I understand making the split almost have to be 5-2 every year. The chances of the west taking the two at-large bids every year is touhg because of there are a stronger number of programs than in the East.
The biggest thing working against the West is that the East has five of its best teams if not the best five teams in two conferences.
Only two of those teams can get autobids leaving three strong teams left to get the Pool C bids. (That's also without upsets...if a team outside of the power 5 won their respective conference tournament it would make it even harder for the west.)
I'm not saying whether I think the west does or does not deserve to get the at-large bids. Just stating the facts on why they haven't so far.
More than likely the the committee would love to be able to find a set-up where they can fly two teams at most. This happened once when GAC and Stevens Point came East in 2004? IIRC.
Flying three teams hasn't happened yet but the men's D-III tournament has had to do this a few times in the past. Will this be the year they finally do it for the women? From what I've been told it's supposed to be but you never know what will happen when the NC$$ is involved.
Why should the FF not be held at the site of the highest seed. Personally I think the every 3 or 4 years whatever it is or is said to be is a bunch of bs. You want to host its simple: WIN. You want an at large bid WIN.
