+ Costa Rica and several Caribbean islands offered to host large German naval bases
+ Several Sultans in Malaysia and the East African coast asked for German colonial protection against other European powers
+ Venezuela and Guyana offered to sell islands to Germany
+ Private businessmen in Paraguay, Chile, Peru, and Brazil arranged for biliateral treaties exchanging German military presence for economic concessions

In all cases, Bismarck threw his weight against the proposals, feeling they were either distracting, not cost effective, or would embroil Germany in unnecessary conflicts.
