With the caveat that Dump doesn’t care about legalities, he can’t legally do that because mineral rights in Alaska are collectively owned by the state (it was part of the conditions that created the PFD). So even if Russian companies are granted drilling rights by Dump they still technically have to pay the State of Alaska.

Eh, it depends on who’s running the state. If it’s our current Dumbleavy administration, he will obviously swallow willingly. There are enough people in the Legislature that actually care about that stuff that the Legislature would likely fight against it.
