If this guy is going to head a bureaucracy with a finite budget, then that budget imposes an upper limit on the amount of care that can be provided. Folks can scream bloody murder about rationing, but that ship sailed a long time ago. In that kind of situation, does it really seem so unreasonable to want to prolong the greatest amount of life, at the greatest possible quality? Or to want some transparency surrounding how those decisions are made?
It's not that I have no sympathy for the concerns of conservative critics. But there is waaay too much avoiding of hard questions going on in this debate.
I agree with you that one can sometimes (not all the time) cherry pick someone's quotes to build a case to create a desired impression, but in this case I don't think much framing was required. Berwick's quotes speak for themselves.
