They played the draft as smart as possible. I don't know if every team would have been as cutthroat about it as they were in taking advantage of really reading the rules. I don't think the NHL anticipated them taking such advantage.

The NHL allowed the fewest players to be protected ever and forgot that the salary cap made the rules completely different to the 1990-1999 expansion drafts.

Lots of reasons to despise Vegas
Right now it’s popular but a lot of these teams are cyclical. There will come a point where guys are only gonna take so much of a discount (or teams won’t want to give up valuable pieces to Vegas in trades if all they are offering are old guys.
