I doubt that Adrian is targeting Canadian players with extra generous financial aid. Even if it is unintentional, schools that get a disproportionate proportion of athletes to non athletes in a grant program can and will be disciplined by the the NCAA. The test is as was noted above
If you have a grant program for Canadians and 90% of the Canadians on that program are athletes while only 40% of your student body are athletes, you have failed that test. Ask Geneseo and Buffalo state. They weren't trying to cheat, but didn't get enough non-athletes taking the package.

to see if you can determine whether a student is an athlete or not by looking at his or her aid package.
