Why? The whole problem is the DOJ is arguing they don't have time to disperse the funds...but they only don't have time because they stalled. (And the judge let them)

A stay will kill the funds. By the time the Supreme Court rules it will be too late.
 
Because you're not going to get nine septuagenarians out of bed at 10 pm and make a reasoned decision on whether impoundment is constitutional.

WAKE THEM UP! They have one job... they can do it. They won't not because they are old, it's because they don't want to be the face of the suffering.
