So, FEMA is giving its ventilators to the scalpers, who are then reselling them for a profit to the states, rather than giving them to the states directly? Between forcing states to bid up the masks, and now bid up ventilators, he's going to bankrupt states and help the profiteers.

Sorry to burst your "South will Rise Again" fantasies, but we live in a Federal Republic and the use of the term "state" to describe the next hierarchical governmental layer is really just an anachronism.
Spelling is a great start - good for you! (pat, pat) When you've got that nailed, you can work on reading comprehension. When multiple entities (plural) unite, they become one thing. It's there in plain English (AND even plainer in Latin).
When you can understand those 3 and 4-word phrases, try reading the full US Constitution instead of just waving it like a bloody shirt.
Chuck, I don’t get what you’re advocating for in this State(s) discussion. Are you saying each state should be on its own to deal with the virus the way each seems appropriate. I hope not, ‘cause that’s a pretty f’ed up and inefficient way to deal with a problem that doesn’t respect political borders.

The spectrum, as I see it, has the Federal government on one end and the guy in his house with a gun on the other. In between the Feds and the guy are state, county, municipal governments. All have a purpose and it is a beautiful thing when all are working together. Not so great when they are not.

Amazingly clueless for someone who otherwise seems intelligent … you see, "states" (as in the United States - not United State) are 50 different governments, which are indeed combined at the Federal level. But below that, the states all elect their separate governors, and Senates and Houses are filled with elected officials from those states, which combine to enact the laws in each of their separate states, and enact fiscal and social policy in those states. Those states have different laws, and different priorities. Let's say Nebraska focuses on agricultural priorities, Michigan focuses on manufacturing, Maine focuses on fishing/forestry, and New York focuses on finance. They enact their own budgets and raise their own taxes to fund their priorities. Makes sense, right?
Even when citizens of these states vote, most of the people they vote for are not working in Washington DC. Maybe you skip the local elections, that's your right. But they still happen, and they still matter. Because that's how the states all choose their Reps and Senators who serve them in the Federal government. And as far as the President goes, <s>he</s> that person is elected by the Electoral College - which in turn consists of electors appointed by the states (not State). Hardly an "anachronism" it's how things have worked - according to the Constitution - for about 230 or so years now.
Taking this down to the level of planning for ventilators … the question is not whether states planned for them - they all did - but whether they planned sufficiently for them. Sadly, in the case of NY, they did not. So the Federal government backstops for the state's (or states') poor budget planning decisions. That does not absolve the states who made those budgeting decisions. We'll debate 'til the cows come home who should have done what, but for NY to blame the Feds for NY getting caught low is kinda rich.

That's an issue that's going to be the subject of increasing discussion and debate over the coming weeks, and it's a discussion we were starting to have several weeks ago on the predecessor thread in the D-1 Forum, which is why I continued a Part Two thread. That discussion has gone kind of dormant lately with other more pressing issues, and with some decisions that have since been undertaken. But that discussion is creeping back up, and I think Tucker Carlson did a nice job explaining it last night - basically, does it make sense to let medical people make economic policy?
