Absolutely, and it's another point in the endless list of screwups by our federal government. Not controlling this (or more specifically, abdicating the federal governments responsibility to the states) is the reason we're in the state we're in.That is a positive, but from your own quote there are still reasons to be at best cautiously optimistic:
