Berners-Lee was part of CERN (supported by multiple governments) when he conceived of HTTP in 1980, then came back to CERN in '84, and developed/implemented the HTTP protocol in 89/90 . Whatever Gore claims, his role was smaller than he'd have us believe.
He wrote the legislation so they'd have the money to do all those things. You didn't think private enterprise paid for it, did you?
