If I had to guess, something along those lines is part of why the lower drinking age works.
All I can say is that for me, drinking lost some of its appeal when you could just buy it legally at the store or (pay whatever the markup is) at a bar. In high school it was more the rebellious types who were drinking and partying and sneaking around getting alcohol, there was a certain thrill to that. By the time you're 21+ even the biggest squares are drinking and it's not really something that separates you from others (this was probably true even before I turned 21). Now it's kinda just a normal part of life and I'm less likely to over drink when I can just easily get it and do it whenever I want to rather than having limited access and overdoing it because the opportunity presented itself.More (and younger) people with alcohol will make it better? More booze, less drunk driving? More booze, less abuse of it?
But yes, the German and Scandinavian laws might be something to think about.
