As long as it doesn't have a complete eyewall, it will not strengthen significantly. It's barely a Category 4 and only has a limited window for strengthening, maybe another 12-24 hours at most.

So far Earl has wimped out here on the jersey shore. We are right on the ocean and have gotten zero wind and only a sprinkle or two. I am not complaining-the further it stays off shore the better for us.
