Update - it has been a little over 2 weeks and nothing has been delivered (I told her to pay for the expedited service). I'm not concerned about anything yet though. I'm sure there is chaos at SoS just like every other department, and whatever paperpushers they still employ are dealing with the usual surge of new passport requests and renewals in advance of the summer travel season.

If it's delivered before the end of April, I'll consider it a normal transaction. She is a natural born citizen with a clean record, so at any other time this should be a rubberstamp.
