Seriously, that's how Italy won the European Championship in 1968. They tied their semifinal against the Soviets and won a coin toss to advance.

To be fair, soccer was the originator of the shootout, so Im willing to let it go. It just hits different than one in hockey. And the mental side present in soccer bring a different aspect that hockey lacks.
