This may be a dumb question, but with all of the criticism of SA football being rough- isn’t that partially to blame on fifa? They are certifying the refs who let it happen, right?

Yes FIFA is partially to blame. Yes people care.
A lot of blame lies in the fans, management, and especially media who get upset at games with a lot of cards and decry referees who "ruined the game".
See Portugal v Netherlands in 2006 and the reaction afterwards as a prime example.

Just like hockey where we always hear “let them play”. Which just means let the lesser players cheat.

Since a single organization oversees the refs and the laws, it should be one happy game. Especially considering the rough play.

I dislike knife attack / roll around, but I am (sadly) not Global Arbitrar.* For all I know, the SAs love that style. I watched Schafer 2-1 hockey for 30 years and enjoyed it. Most people found it crippled and dull.

That’s not really true. For the most part referees are trained by their respective country’s association (US Soccer, the FA etc.). FIFA level referees have some training by FIFA but it’s mostly just at FIFA tournaments (the World Cup, the U17 and U20 tournaments, the Club World Cup etc.). A lot of the training, selection, and interpretation for international competitions is handled at the Confederational (Continental) level, and the Confederations can honestly do things differently from each other. Even within Confederations countries themselves can do things differently, England doesn’t work the same as France nor does the US work the same as Mexico.
It’s all the same Laws but everyone has different interpretations and expectations.

Got this from an article in the Boston Globe this morning.
The area that drove me bananas throughout the World Cup was the application of offside. Obviously, no one wants cherry-picking. But it is preposterous that several goals were taken away because VAR determined that a pinkie or toenail was offside.

And that the ball can be inside the goal box, yet a player can still be deemed offside if he is behind the second to last defender. Soccer is the only sport that rewards the defense for getting caught flat-footed or losing track of the offensive player behind it. Imagine the NFL wiping off a 20-yard touchdown because the wide receiver got behind the final defender before the quarterback threw the ball. My idea to fix the offside rule:
Extend the line marking the top of the penalty area to the sidelines. If the ball was legally played between that line and the goal line, then there's no offside call. Essentially a hybrid blue line from hockey.
Keeps the rule in tact for anything played from behind that line, preventing cherry picking and teams just sending long balls. Still allows the offside trap for most free kicks except for those from the side of the box. Stops tickytack calls on things like rebounds, glances off hair, etc from cashing back otherwise good goals.

They are changing the offside rule to where you have to be fully beyond the last opponent, aka the “daylight” rule (ie there has to be daylight between the players), at some point, next year I believe.
To be fair, the whole drawing lines, semi-automated offside stuff has always been stupid and certainly not “clear and obvious”. I’m always happy MLS and PRO don’t do that stuff.

I think it will for a few months then teams will adjust and scoring will crater yet again.
I'm in favor of adding in the futsal restriction where the goalkeeper can't possess the ball, hands or feet, more than once in their own half. Taking away the ability for teams to reset would go a long way.
We're going to start hearing about the 40-yard dash times of strikers, too.
