That would be considered a "breakaway" and FIFA would raise holy legal hell over it.

I don't anything would be held, it'd have to be next summer but then it would be competing with the Women's World Cup and likely be a bad look. The clubs definitely wouldn't want it held during the winter.

If FIFA doesn't act, goodbye World Cup.
 
Unsurprisingly, FIFA may be doing a 180. I suspect some broadcasters and sponsors have been involved (Coke and Adidas I’d bet).
