Through the 80s. I had a Korean woman in my grad school cohort in 88 and she had actually been in prison for criticizing the government. She was lucky, she didn't get raped the way other dissidents did.
Our support of South Korea in that period is yet another stain on our so-called "freedom and democracy" rhetoric. That regime was the Shah with less chest hair.

Our nation-building track record is pretty awful. You can still see it today in the Philippines, where Duetere is basically a brown Trump.
