In the simplest of terms you have 2 sides that don't feel safe, and have lived that way for decades which permeates a person's fiber as generation after generation grows up in that milieu. Until these fears can be quelled to a much greater degree nothing is going to change. The Taliban will get money and "legitimacy" by working with a superpower. China will lock up an enormous supply of mineral wealth. Ghazni province showed the potential for lithium deposits that could rival Bolivia, which currently has the world’s largest known lithium reserves.
