The paper would publish Irving Incumbent's votes broken down by party and the party officials would actually take credit for it if they "won."
I'm a decade removed from it, but there has been a swing starting in the early 2000's in the rural areas from "It couldn't be more blue if the Smurf's lived here" to Republican red. Growing up, the ballot for local elections used to read like this:

( ) Al Whoever (D)
( ) Some Other Guy (D)
( ) Another New Guy (D)
Republican
( ) [Blank]
Swear to god. The Republican side would be blank half the time. If you wanted to actually oppose anyone, some Democrats would be RINOs just to get elected.
