One firm is a start-up of two people, the other is a small partnership of two partners and about 14 total. Your 3) is correct for the first firm and I guess 4) is correct for the other, or else they looked at what it would really cost them to add me and decided they could limp along as they have been doing.1. Upper management announced some restructuring that eliminated the position. So they're diplomatically telling you to FOAD.
2. They ended up filling the position internally, but were required to interview a few outside candidates first. So they're diplomatically telling you to FOAD.
3. They thought they were going to land a bunch of new business and then didn't close it, but will keep you in mind in the future if they do get busier. So they're diplomatically telling you to FOAD for now.
4. With the holidays coming up, there could be a temporary hiring freeze. Perhaps they will get back to you in January or February, but don't hold your breath. IMO, this is actually the least likely scenario if they genuinely liked you as a candidate.
