Typically I'd say these breeches of protocol are bad precedent, but nothing is worse than this Morbidly Obese Pig F-cker spraying his slime on our institutions, so, f-ck him.

It's been submitted in writing for more of history than not. Plus, shutting down the government when it is supposed to happen is also bad precedent.

There's no statute or procedural rule that says it must be delivered orally in front of Congress.

Wasn't it Wilson who re-instated the in-person address? Though there were a handful submitted in writing in the 20th century.

Seeing fetishistic howling in the usual dark, far-right caves of the Internet about how a shutdown lasting longer than 30 days allows agencies to easily move forward with permanent layoffs for furloughed employees. Is that true?
