And those rates were nominal, not effective. Effective rates looked very much like what was put in place after Reagan's tax code changes, within 1-2%, due to the difference in loopholes between the eras.

No offense, but that's an absolute load of horse****. It's not a virtue to say "Let's compromise and say it's all good because that cop didn't murder the infant in the back seat of Philando Castile's car too". Or to say "Well, some poor people get to vote, so that's good enough". If you think believing in basic tenets like equality make one "spoiled rotten", then I think the problem is with you.
