The problem is Arizona residents rely on two industries to fund their budget. 1) speculative housing, and 2) crystal meth. One industry is dead and the other is thriving but generates no taxes. No wonder you have trouble paying your healthcare and education bills. State leaders should have diversified the economy when they had the chance (for the record, Nevada and Florida are in the same boat).
There were health care cost issues at the state level even before Obamacare. Here in Arizona the state budget has stabilized, but even with cutting back some access to state-funded healthcare, the annual cost of state-funded healthcare has skyrocketed in recent years. Obamacare has made it worse, by putting lots of new strings on the states getting federal dollars, reaching the feds' hands even further into the state till. The growth in healthcare costs here in Arizona sets up an ugly fight between healthcare advocates and the other big chunk of the state budget, education. The rest of the state budget just isn't big enough to absorb the reductions in funding resulting from higher healthcare costs.
