Lack of institutional memoryThe "best" part of this is the fact that the rankings provide an example of a potential infinite recursive cycle. One of the components is record against ranked teams. So you compute that record, then list the ranked teams. But when you compiled the record, you discover that some teams that were ranked drop out of the rankings, thus you have to recalculate, thus producing a new list of ranked teams, so you recalculate ... That infinite recursion scenario is why they went to the "once ranked, always ranked" concept, which they discarded this year (probably because they forgot why they went to it in the first place).
