It's from Beach Blanket Babylon, which is a musical comedy review in one of the San Francisco's theaters and a long running institution. It's a bunch of song and dance parodying current events with popular songs, and one of the things it's known for is its crazy hats. But yes, they could have explained that a little better on the TV.

Considering it was San Francisco, I'm actually more shocked that it was the former and not the latter.
