You can sign multiple 1st round draft picks for the cost of one free agent. And if your scouting department is competent, within 5-7 years your team will improve dramatically, and for a whole lot less than you would think. If you're not going to spend on the farm system, and you're not going to spend on free agents, you're dead-dog ****ed. You'll be looking up in the standings at the Pittsburgh Pirates.
Look at a good chunk of the Tigers:
Verlander: Draft pick
Porcello: Draft pick
Bonderman: acquired for Jeff Weaver, another Tiger draft pick
Cabrera and Willis: Acquired for Cameron Maybin, Andrew Miller, and other assorted pitchers, all Tiger draft picks
Avila: Draft pick
Sizemore: Draft pick
Inge: Draft pick
Guillen: Acquired for Ramon Santiago, signed and developed within Tiger farm system
Santiago: Originally signed and developed in Detroit, traded to Seattle for Guillen, reacquired in a minor trade
Jackson: Acquired in the trade that involved Curtis Granderson and Edwin Jackson. The Tigers drafted Granderson and acquired Jackson for a left-handed outfielder that the Tigers drafted (Matt Joyce).
Zumaya: Draft pick
Coke: See Austin Jackson trade
Scherzer: See Zumaya and Jackson
There are more on the roster that are either home-grown, or acquired using home-grown talent. This is just off the top of my head without any effort to look at the others. And there's also more on the way, that we will begin to see in 2011 and 2012.
Keep in mind that this franchise was god-awful hideous in 2002 and 2003, and the farm system was absolutely barren, Curtis Granderson exempted. Yes, the signings of Pudge Rodriguez, Magglio Ordonez and Kenny Rogers started the ball rolling and helped immensely to start with, but both Rogers and Pudge were gone by the end of 2008, and have had no effect on the Tigers' farm systems. Sure, there are free agent signings, but every club will have those.
