Well yes,, but... if the player with the puck, instead of spending 3 or 4 seconds assessing the situation and ending up just inside the blue line,still with it, and running out of options rapidly, would move the puck early, not late, then it gives more of an opportunity for something to happen.
Also If the open winger would make some sort of move to get more open, seeing that the defenseman is doing what he does, then maybe the player with the puck would have more of an opportunity to move it.( it happens so much that the defenseman depends on the open winger not to do anything and to continue in the route he is already on) Once it get's moved the first time, then the second one ( assuming the goalie and the defenseman adjust) is easier to do and gives you a better look.
Third, if you move it early, it doesn't have to be a tape to tape pass. The defenseman has taken that away anyway. Just get it over, even if it's in his feet, let him corral it, and he still has time to do something with it.
