Congress should decide how much money they want to spend on infrastructure over the next 5 years and adjust the gas tax accordingly. With gas process being below 2 bucks a gallon, this is an easy tax to get away with. Also with cars being ever more efficient, people aren't using as much gas anyway. Hypothetically if Congress didn't want to spend anything they could cut the taxbut mostly likely they can do their freakin jobs for once, decide how much spending is needed, and plan accordingly. If they come up short an appropriation can be made. If the tax raises more than needed send that money back to the Treasury.
