to be fair, my Acura doesn't always turn on the rear view immediately either.

Look, I know in the aggregate things like rearview cameras, lane assist, radar-controlled cruise control, etc. improve overall safety, but at the individual level, I think it absolutely makes some people lazier and worse drivers. Like I'm glad my parents have those things in their cars, but I'm also glad I don't have them minus the backup camera, which I rarely use in lieu of traditional looking over shoulder/in mirrors.
It's fine. Better than half the rentals I drive have that issue as well. My point is that this isn't a big deal unless the camera failed to come on at all. If it's a couple seconds while the car is booting it's fine.
Don't know what to tell you. I've had two dozen rentals for work in the past couple years and about half the time (meaning at some point on a trip half the cars have the issue once or more), it takes 2-3 seconds for it to come on
Does that mean you turn the engine on and immediately shift to R? If it takes the view time to boot up I have never beaten it.
