First we assign the #1 seeds to the region that forces them to travel furthest:
#1 AIC goes to Moscow ID
#2 UConn goes to Laurium MI
#3 Bentley goes to Massena NY
#4 Holy Cross goes to Saugus MA
Next we assign the #2 seeds so that if both high seeds advance to the regional final, the pairings would be 5v4, 6v3, 7v2 and 8v1, therefore:
#5 Clarkson goes to Saugus
#6 Army goes to Massena
#7 BG goes to Laurium
#8 Harvard goes to Moscow
Now we assign the #3 seeds so that first round matchups will be 9v8, 10v7, 11v6 and 12v5, except that we want to avoid intra-conference matchups in the opening round:
#9 Brown SHOULD go to Moscow, but that would match them up against ECAC mate Harvard, so we'll send them to play #7 BG in Laurium instead.

Oh oh, we've got problems! Entirely too many eastern teams in those eastern brackets. I'm afraid this is a case where bracket integrity will have to be sacrificed in order to keep the gate down. I'd like to get Holy Cross out of Saugus, but all the other #1 seeds are also very nearby. Clarkson, RMU & Niagara all eastern schools, but lengthy bus rides to Saugus, perhaps we should leave them alone. But wait, we can swap RMU & Niagara with WMU and MTU and make everbody travel further! Then we swap BG with Army to cut down attendance in Massena, I think we're all set.
