Emphasis upon the word "should". Remember that the district attroney is the one prosecuting a government employee, effectively itself, meaning there is an obvious conflict of interest, and a conviction will not happen.
It will happen if they need a fall guy.
In a police state, the police are victims too. They are just as disposable as the public to the puppeteers.
That's typically reserved for the ones that try to expose the corruption.

Thankfully for Wilson they decided they didn't have enough evidence to do anything but they did gather enough in a separate investigation to find "rampant evidence" of racism within the police force.

If it was investigated by a grand jury, I believe that counts.
That is not correct.
If they ever tried indictment, I guarantee it would be objected on those grounds. Whether or not it would be sustained is a different story.
