Most of us focus on high winds when we think about hurricanes, and that's not wrong. But after they've made landfall, and the TV cameras are shut down, these storms can deliver incredible amounts of rain that can cause loss of life and terrible property damage. We're seeing that in the wake of Irene. Ten years ago, Tropical Storm Allison, stalled over Houston and in about a six day period, dropped something like 40 inches of rain. Now Houston is flood prone anyway, but you dump over three feet of rain on any city of any size and you're going to have problems.
The horror story that emerged from Allison was the lady who got into an elevator to go down to the garage. The garage was flooded and somehow she hadn't gotten the word. The doors to the elevator opened, and in the twinkling of an eye it was filled with water and she drowned.
