He can yield for questions, which allows other Democratic senators to give him a chance to stop speaking but he has to remain standing.As long as he doesn't yield the floor he can discuss anything. People often read books, recite the Constitution...etc.

Regardless of opinions on Booker, at least he’s actually trying to do something. Hopefully this becomes the new strategy for the Senate Democrats.
