On the other hand, this seems to indicate he has full powers

I don't think that is what the rule is saying, to me it is saying the SOTHPT can exercise any power needed to get a new Speaker elected. She was replying to the comment that the House cannot vote to reopen since there is no Speaker but McHenry can call a vote to re-open since that is needed to begin the process of electing a Speaker.

"shall act as Speaker pro tempore until the election of a Speaker or Speaker Pro tempore. Pending such election the Member acting as Speaker Pro Tempore may exercise such authorities of the Office of the Speaker as may be necessary and appropriate to that end." (emphasis mine)

Now you could theoretically argue that he has the power to run normal business but "is deemed to be necessary to elect a new Speaker" is pretty cut and dry and I don't see how that would hold water. Basically it is the same issue they had in January...all they can do is call the roll and then proceed to try and get some elected. Now, how that affects offices you got me but that isn't worthy of a fight from the Dems. Let them throw their tantrums it is playing out exactly how the Dems want it.

"to that end" seems to be the most important three words in that entire passage. Which brings me back to the parliamentarian.

Newt Gingrich: resigned in shame after he was caught cheating on his wife dying of cancer and then destroyed the midterms for Republicans

Dennis Hastert: Child molester

John Boehner: chased out by the Freedom Caucus

Paul Ryan: quit and saw it as an "escape hatch" from Trump

Kevin McCarthy: ousted by the Freedom Caucus

Honorable Mentions-

Bob Livingston: Resigned for an extramarital affair after Gingrich quit

Eric Cantor: Primaried before he could truly chase his Speaker dreams

And the Democrats had Nancy Pelosi. The greatest Speaker of the House in US History. Obviously everyone should continue to elect Republicans, cause, America.

You know things have gone sideways when Republicans are talking about how effective Nancy Pelosi was...but here we are!

Damn I didn't even think of that!

There was a rep (D-NY, missed his name) on CNN this morning talking about cutting a deal to get 5 (sic) Republicans to vote for Jefferies. If any ever did, they may as well switch parties, so same difference.

How strange would it be to have the speaker from the minority party?

Pleaee oh please oh please…..

I have to say, I give it about a 33% chance at this point. Maybe 25%. But it's in that ballpark.

We aren't moving for a while. You either rally 217 republicans around a single person or the office sits empty for long enough for 5 GOP reps to jump.

Just my opinion, but the chances of a minority party speaker aren't anywhere close to 33%, or even 25%.

If we should know anything about Congress right now it's that politics is number 1, over all other matters, by a huge, huge margin. A handful of members of the Republican caucus were willing to cut their own throats and grind the government to a halt over politics. The Democratic caucus was willing to happily sit by and watch them do it, for political purposes.

It would be an interesting situation, and I suppose if it only takes 1 person to move to remove them it might seem inconsequential, but I don't see it happening.

Hovey's right.

There is no way. The GOP are so wrapped around the fascist axle that would be like NSDAP picking a Jewish Speaker.

Even the sane ones cannot be seen to give any quarter to democracy at this point. They are completely up the treason creek without a paddle.
