I'm really surprised that you guys haven't built something new or that plans aren't on the board for a new building especially in light of the national championship. Couldn't you play at Bridgeport while a new rink is built?
I don't know what the locker room situation is, but as far as I can tell, Ingalls has everything the team needs. The capacity is definitely a bit low, but the building is almost never full anyway, so that's not really a huge concern. I don't know why they would want to build a new rink when the Whale is so iconic.

In 16 home dates last season, they played to 95 percent capacity. I think that qualifies as playing to a full building (or, "just about full") on a regular basis.

Capacity (3,500) includes SRO. Rail is almost always full, all the way around. Many prefer it to their seats, as it offers the best sight lines.
I'm clearly just wrong. It doesn't feel like a full rink most nights. The student section doesn't feel full most nights.
