Obviously 20 or every team would be bringing in players at 18. Since almost no one does anymore, it's clear someone found that letting players season for a year or two in a junior league is adventagious.
But there are players you can line up at 17/18... and they do. They just spend a year in juniors to get some ice time, maturity and travel experience before they matriculate.

Moreover UVM does bring in 1-2 18 y.o. per season. Alex Columbe has already committed and he is 18, he will be here next year as a 19 year old. Considering his birth date, that is as early as he can come...

Bruneteau came as an 18 year old. Paliotta came as an 18 year old...
So UVM is bringing in 1-2 players a year in that age group... they may not be from Quebec and there is a reason for that ... Major Juniors. You can recruit an elite player, tie up a scholarship offer and if they end up panning out as hope they get drafted by a QMJ team and now the University has little time to find a replacement... a scholarship player that is an elite player.
