Snow volume is not the only criteria. You can get 30" of snow, but if the accompanying winds only average 15-20 MPH (or anything under 35, for that matter), it's just a winter storm; not a blizzard.
And yes, I've experienced that in MI when I was a kid. Went to bed with ~8-10" on the ground, and woke up with ~40".
Anything to the right of the lakes can get piles of snow. The line from Rochester -> Oswego -> Pulaski -> Watertown gets inundated regularly. Further east, it can get real cold in St. Lawrence County.
