The Wisconsin attorney general doesn't have the power to criminally prosecute this sort of case, only the district attorney could. Josh Kaul tried the bankshot injunction through civil litigation because that's all his office has the authority to do. [contains quote post or other embedded content]

This isn't the problem that it might seem. Any county DA can prosecute, and that DA can ask for the AG's help with the prosecution. This is not that different from the kind of help that was originally envisioned - a small office prosecuting, say, a tricky murder it doesn't have the expertise for.
