This is complicated because there actually are no House rules right now because there is no House. These votes are being taken under some different ruleset -- I guess there is some type of Robert Rules which governs rules when you are "outside of normal proceedings." You can't do anything right now. I don't really understand how they can even have the votes or call to adjourn. I guess those are also covered by that other ruleset.
The House is software -- this bunch of guys sitting in the House seats right now are running in Assembly Language. Just the very bare minimum of functions.

All I know is the speaker vote is the one point of government where a blind eye is turned to quid pro quo vote fixing (thanks Newt Gingrich), and the modern GQP is too stupid to do that right. Thirteen times.
