I wouldn't celebrate too soon. Given their totalitarian system, they could as easily move from "mandatory: no more than x kids" to "mandatory: at least x kids."
I imagine a Republican fascist state would have the same rules for white babies.

The place itself (Turkey) is rich almost beyond compare in its artistic, economic, cultural, and military history. I get that Mexico has a long and rich history, but maybe a more useful U.S. comparison would be Virginia with a charismatic authoritarian governor who is a smarter, stronger, and more religious Donald Trump.
