I haven't paid attention, so I don't know the most anyone has had at a time, but I suspect it is at least four. Cornell clearly could have at most 4 of the current Belts, 5 counting the Red and White Belt. Any of the Massachusetts D-II schools (AIC, Bentley, Merrimack) could have 6 of the current Belts. I suppose that if a school switched leagues, that could be raised, e.g. if Bentley went to the HEA while holding all 6 that it currently could have.

Minnesota defeated Michigan in a shootout on 11/11/17 and got a B1G alternate belt. So if you believe that the Belt should be transferred with shootouts victories then that is the B1G Belt for as long as the two Belts are not unified. It makes no sense to me to create multiple shootout B1G Belts at the same time. If anyone can explain it better or disagrees, please post.
