Norways's climate ultimately plays a role in this as well. More shootings occur in warmer months and states. Take a look at any map of gun shootings per state and you will see the most violent states are in the south.

When you're freezing you a*s off, you don't have the energy to shoot other people. :D

Probably true. Although in the AF I had a buddy who was an SP patrolling the flight line at Goose Bay, Labrador with a dog and an M-16, in sub zero weather. I was convinced he'd shoot your a*s just out of boredom and to get inside to fill out the paperwork. Or turn that dog loose to chew on you like a Dentabone, while he took his sweet time calling him off.

Here's some news...Official: All 9 people injured in Friday's shooting near the Empire State Building were wounded by police gunfire.

Two things are required to kill quantities of people. One the will to kill. The other the means to kill. There are absolutely ways to ensure constitutional rights while managing both.

You know, your relentless, consistent, never ending hebephrenic mewling about guns is getting on my last nerve. Does the phrase "target rich environment" ring a bell?

Don't be so childish. No one is arguing that it's the guns themselves that make up the difference between what happens in Norway and what happens in the US. It's the culture that surrounds those guns, and the madmen that they produce that we want to keep our eyes on. While it's unfair to entirely blame the culture for the madman, I don't think it's reasonable to ignore whatever role it plays.

The "madman" problem is a minor distraction, compared to the "punk" problem.

Page 4, only about 15% of all shots fired by officers hit their mark during NYPD gunfights between the years 1990 and 2000. Marksmanship on the firing range doesn't necessarily translate to a real life gunfight when the adrenaline's pumping and the officer is literally fearing for his/her own life.
Marines don't miss (generally). What do they do on the range (or combat like ranges) that makes them good shots with the Colt .45? I would suggest that the training for the NYC cops be upgraded to improve marksmanship. 15% stinks. They'd be better with tasers.

On the flip side there was a Mafia gunbattle back in the 60's in Brooklyn (I think). Over 100 rounds fired - 0 hits.

Cost would be a factor in any upgrade in weapons training. Heck, cops occasionally shoot each other. Come to think of it, so do Marines.

Didn't the NYPD have that shooting of a gang suspect on his front steps where they looked into it and they fired 55 bullets and landed like 6?

We have a people problem, not a gun problem.
We do have a people problem, but it's exacerbated by the fact that problem people (who fall somewhere on the range from irresponsible to crazy) have such easy access to guns, whether through legal or illegal channels.

Edit to add: NY1 story on the funeral for the victim of the shooting. I like how the cameraman zeroes in (about 0:40 into the clip) on the one woman displaying excessive cleavage at the funeral.
