4 levels of management here.
Part-time supervisors: These are the dregs that do the actual work like supervising the loading of planes, sorts, etc. I have no idea why anyone would want this position. The money isn't good, the benefits suck, if you're an *hole everyone working for you will treat like crap and ensure nothing ever gets done quickly, if you're not an *hole then you'll never get promoted because "you're too friendly with the hourly employees."
Full-time supervisors: The people in charge of basically everything. Staffing, discipline, training etc. Problem is, there's waaaaaaay too many. All it does is create inconsistencies on what's allowed and what's not. And, because they rarely promote the good part-time sups, they're *holes. And to top it off, they love to "cross train", i.e. putting somebody who's never worked outside on an air ramp in charge of the air ramp!
Managers: Office dwellers in charge of operations who almost never see operations except from a window. Also they're in charge of setting shifts, which we bid on, and time off, which we also bid on. To top it off, we have two different ones, one for AM and one for PM. Meaning, again, two different sets of rules.
Division Manager: Don't know much about him. I know not to make him mad and he seemed pretty happy when we beat FedEx in that hockey game.
Basically, I have that "8 different bosses" thing from Office Space. Just worse.
