That's a good way of looking at it. There's a rural district up here that only has a K-8 school. The 8th grade class takes a big trip together and has a ceremony to celebrate and say goodbye, because from there, those kids go to four different high schools. If they all went to the same one, it would be silly to celebrate that much, but they are a close knit group because of their relative isolation and small school size, so it's a big thing for them to move on.
When I was still in school, my district had a junior high (7-9) and a senior high (10-12). Our big celebration leaving junior high was the "Farewell Freshmen" semi-formal dance in the spring.
There is one reason why I think our 8th grade 'graduation' wasn't totally ridiculous (at the time). It was the last time we all would be together as a class in that district as we had to go out of district to go to high school. Now that there is a HS in town, I really don't see the point of the ceremony. Except that it is a big step to go from middle school to high school.
